1910s

On June 19, 1910, governor Jared Y. Sanders passed Act No. 61, House Bill No. 24, ordering that all executions were to take place at the state prison in Baton Rouge. Hugh Connerly was the first person to be hanged at the state prison under this new law. The law was repealed in 1918, the last of the 35 hangings at Baton Rouge being that of Jim Bell and Preston Miles, and executions returned to local settings until 1957 (see Electrocution).[318][319][320]

Electrocution

On June 24, 1940, the Louisiana Legislature voted 80-7 to pass a law officially replacing hanging with electrocution, and electrocution was officially adopted on August 6, 1941. Rather than establishing a single execution chamber, the state's electric chair, known as "Gruesome Gertie", was moved as needed to parishes where the condemned had been sentenced. In 1956, another law was passed which centralized executions at the state penitentiary, and the electric chair was subsequently installed in a newly built execution chamber on May 21, 1957.[502][503][504]

Two executions would take place under martial authority in Louisiana during this time: Pvt. Walter J. Bohn, a 27-year-old white man, was hanged on August 6, 1943 at Camp Claiborne in Rapides Parish for the rape of Esther E. Ruttkay,[611] and Pvt. Clarence D. Gibson, a 25-year-old black man, was shot on September 18, 1945, at Lake Charles Army Airfield in Calcasieu Parish for the murder of Pvt. Ralph S. Heimbach, a 22-year-old white military police officer.[612][613]

  47. Described himself as Italian, but claimed his parents were Irish (mother) and Filipino (father).
  48. Also indicted for killing a black fisherman, Dave Pierce, in Jefferson Davis Parish.
  49. Also suspected of murdering detective Patrick J. Kennedy (44, white).
  50. Also confessed to murdering a black man in New Orleans in 1910 before his execution, but would not provide any further details.
  51. Serving a life sentence for murder at Angola Penitentiary and killed another black convict temporarily acting as a guard. Hanged in St. Francisville, outside of Angola.

Serial killer, confessed to four other murders: Pierre Vidrine on April 23, 1921 (previously acquitted), taxi driver Charles Garbo in Lafayette on December 2, 1921, Mexican John Roy between Crowley and Eunice on December 3, 1921, and oilfield worker Lee Duke between Orange and Beaumont, Texas at an unspecified date. Wiggins was killed in Ville Platte on May 19, 1924.

Napier is also suspected of murdering his stepson, Ligon Jackson (18, white) and it has been speculated that he may have been the real murderer of Mary Phagan (13, white), for whose murder Frank was convicted and later lynched.
  61. Also murdered another black man, Joe Dorsey, during the same crime but was only tried for Harris's murder.
