The Cabinet Minister for Government Effectiveness and the Constitution is a member of the cabinet in the Welsh Government.

Responsibilities
The post holder may have the following responsibilities:[1]
- Constitutional conventions
- Constitutional affairs
- Elections policy
- Justice policy, and responding to the Justice Commission's report
- Common Frameworks co-ordination work
- Government position on the UK Internal Market Act
- Tribunals policy
The responsibilities for this position are vague, since its establishment in May 2021, however the officeholder was on the receiving end of questions relating to Senedd reform,[5] while also expressing the officeholder's opinion on the state of intergovernmental relations with the UK Government,[6] such as the dispute over the Trade Union (Wales) Act 2017,[7] and how UK Government laws impact Wales.[8] The officeholder also commissioned reports on how local democracy works in Wales,[9] and oversaw pilots on the issue.[10]
The position was retired in September 2024 as a specific role by First Minister Eluned Morgan. The role's responsibilities were passed to other portfolios.[3]
