2026 Kentucky Amendment 1 is a legislatively referred amendment to the Kentucky Constitution, which will be voted on as part of the 2026 Kentucky elections. If enacted, the amendment will prohibit the governor of Kentucky from granting pardons beginning 60 days before the end of their term in office.[1]

Legislative history

Amendments to the Kentucky Constitution require 3/5 support in both houses of the General Assembly and a majority vote by referendum; they can not be vetoed by the governor. The amendment was first introduced on January 8 in the 2026 General Assembly as Senate Bill 10 by senator Christian McDaniel. The bill passed both houses and will be voted on in November 2026.[3]
