I reviewed draft-ietf-ippm-qoo-04 for PMdir.

Overall I found it well written and clear. There were some editorial nits which
I've posted separately.

One issue is that the document did not specify how performance requirements and
metadata can be specified and shared in a standard and interoperable way. Med's
AD review indicates that these considerations should be clearly marked as out
of scope.
